In December 2010, FMCSA replaced the SafeStat web portal with a new motor carrier Safety Measurement System (SMS) based on a new Methodology for scoring motor carriers. FMCSA implemented a revised Inspection Selection System (ISS) for roadside inspectors based on CSA’s SMS. FMCSA’s Compliance, Safety, Accountability (CSA) program — formerly known as Comprehensive Safety Analysis (CSA 2010) — is an enforcement initiative that scores carriers and drivers on seven Behavior Analysis Safety Improvement Categories (BASICs)

BASIC scores are meant to identify poor safety performers. These motor carriers will be subjected to one of the agency’s interventions. This might include targeted roadside inspections (based on the ISS), a warning letter, or even a review of the carrier’s compliance records via an off-site focused, onsite focused, or onsite comprehensive investigation.
